MANILA, Philippines — Cloudy skies and rains will prevail in many parts of the country on Monday due to the shear line, easterlies and the northeast monsoon or amihan, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

In a morning forecast, Pagasa weather specialist Obet Badrina said the northeast monsoon will bring cloudy skies and light rains to Batanes, while Metro Manila and the rest of Luzon will experience partly cloudy to cloudy skies with isolated light rains.

The easterlies, on the other hand, will bring cloudy skies with scattered rains and thunderstorms to Dinagat Islands, Surigao del Norte, Surigao del Sur, and Davao Oriental.

He added that the shear line will cause cloudy skies with scattered rains and thunderstorms in Eastern Visayas.

Pagasa warned residents in these areas to remain vigilant against possible flash floods or landslides due to moderate to heavy rains.

(We see the shear line prevailing again in the coming days. The shear line is the collision or boundary between the cold northeast monsoon and the warm easterlies.)

According to Badrina, no low-pressure area or weather disturbance near or within the Philippine area of responsibility (PAR) is being monitored as of Monday.

(For January, based on our latest data, the chances of a tropical cyclone forming are minimal.)

A gale warning was hoisted in the northern seaboard of Northern Luzon, covering Batanes and the Babuyan Islands.

Pagasa warned of rough to very rough seas in these coastal areas, with wave heights ranging from 2.8 to 4.5 meters.

While the Marcos administration has been exerting efforts to attract more green power developments to the market, the sector may be dealing with some hitches as the projects are now “being processed for termination” due to the companies’ failure to meet committed timelines, the agency noted Sunday.

To recall, at the time the contract was terminated last August—four years after it was awarded—AllCard delivered 49.9 percent of its commitment to supply raw materials for the production of 116 million blank cards.
